Critical Review of Council for Exceptional Children by Ajizasif
During the past four decades, the field of special education has undergone an “explosion” both in services and in knowledge. The development of programs for exceptional children, particularly since World War II, has been so rapid that few professional workers have been able to keep up with the expanding scene. Because of the heterogeneity of this field, which includes so many kinds of deviant development, and because of the multiplicity of disciplines concerned with services and research, information processing has broken down. It is becoming increasingly difficult, if not impossible, for one individual to keep abreast of literature which is so widely dispersed in numerous professional and technical journals. For this reason we have seen the appearance of various compilations of abstracts, readings, and reviews, most of which have been highly specialized.
Public and private, lay and professional groups of citizens always form an important adjunct to any social movement. This has been true in the general field of the education for exceptional children. At first these organizations were primarily composed of those who were directly responsible for the administration of programs for different groups of exceptional children. Thus, more than 80 years ago the American Association of Instructors of the Blind was organized. The Conference of Executives of American Schools for the Deaf, and the American Association for Mental Deficiency likewise were organized for the purpose of exchanging views and disseminating information. The American Association of Workers for the Blind and, the American Instructors of the Deaf were later organized and included teachers and others who were working directly with the exceptional children in the schools and communities. In 1922 the International Council for Exceptional Children was organized. This organization later became a strong division of the National Education Association of the United States, although still maintaining a large and important Canadian membership. (Smith 2008).
Other organizations have a large lay and nonprofessional support, although all have professional leadership and employees. These also exert tremendous impact on the health, education, care, and treatment of many groups of exceptional children. Included among these are such organizations as the National Epilepsy League, the American Foundation for the Blind, the National Society for the Prevention of Blindness; the United Cerebral Palsy, the National Society for Crippled Children and Adults, Inc., The National Association for Retarded Children, and the Volta Bureau. Allied to education are, of course, such groups as the American Psychological Association, the American Medical Association, and other professional groups too numerous to mention here, but which represent nursing, social case work, psychology, and all branches of medicine and social planning. Several organizations, such as the National Society for Crippled Children and Adults, Inc., have state and territorial affiliates which carry on hundreds of state and local projects for handicapped children. This group of professional and lay organizations represents one of the major foundations of education for exceptional children.
The present publications of the website of Council for Exceptional Children are dealing with contemporary problems and issues in the Education Of Children and youth who require a variety of special services. It represents a cross section of educational, psychological, and medical personnel who have a common interest in the education of exceptional children. Its journal and its services meet a great need throughout the country for information regarding exceptional children of all categories.
This website provides selected reviews of relevant studies in each major category of exceptionality and can serve as a supplement to basic textbooks in the field. Much of the early literature on exceptional children pertained to physiological aspects of disability. Valuable as these findings were, there was little in them which had direct relevance to problems of School learning and social adjustment. With more recent advances in theories of perception, learning, and personality, there has emerged greater interest in, and a greater need for, information bearing upon the behavioral aspects of exceptionality. Responsible instruction, program development, and guidance depend upon such knowledge. The focus of this website, therefore, is specifically upon behavioral research on exceptional children. The contributing authors and reviewers were invited to participate in the production of this website because of their active interest and current professional responsibilities in the respective areas. They were asked to be selective in their choice of materials and to be guided by regard for those investigations which represent significant advances in procedure or results.
The sequence of articles calls attention to the relatedness of the several categories of exceptionality and acknowledges their overlap. Different articles deal with research in the traditional areas of cognitive functioning — the gifted and the mentally retarded. Others are concerned with research on children with primary sensory disorders — the visually and auditorily impaired. Few as well give consideration to children with cerebral dysfunctioning and orthopedic and special health problems — children who were often undifferentiated as “crippled children” in the early literature. Also this website present reviews on behavior which may be described as communicative and adjustive — speech and language impairment, emotional disturbance, and delinquency and is concerned with research on the administration of special educational services. (Smith 2008).
The structure of the website facilitates the identification of specific kinds of information. Each detail is organized into sections which are appropriate to the particular area of exceptionality. Each article includes a definition of the subject to be covered, a description of the topics reviewed, the reviews of research for each topic, and — in most cases — a final summary comment on the status of research in the area under consideration and on problems which need investigation. The separate studies which are reviewed are treated briefly but specifically according to the following headings: (a) author and title, (b) purpose, (c) subjects, (d) method or procedure, (e) results, and (f) comments by author where the findings appeared to warrant some extension of the presentation.
It is hoped that persons who use this website will not only be interested in the information which deal with their established areas of concern, but will also develop a critical curiosity about the state of research in other areas of special education. As awareness of interdependent conditions and multiple disabilities in children and youth becomes more prevalent, earlier notions of “types” — or stereotypes — of exceptional children will be corrected. A more comprehensive body of knowledge creates heavier professional obligations for understanding and practice, and thus provides impetus for improved services for all exceptional children. In any review of research it is inevitable that the authors would select literature which is, at the time, most relevant to them, and all of them would admit that other very important studies could also have been selected.
In format, the reviews of the literature presented in this website have been set up as independent entities. In this way the website lends itself to easy revision, since the major topics need not be altered when new studies are added. It will therefore be possible for this website to be revised every year, with the addition of important studies reported during the interim and possibly the elimination of some studies which were originally included. It is requested that readers of this website assist with its revision by sending any and all criticisms, errors noted, or references which should have been included to Editor, CEC Monographs (Council for Exceptional Children) on the site’s suggestion section. (Smith 2008).
The website of Council for Exceptional Children are continuing their efforts to strengthen the foundations of special education at the local level and in institutions of higher education. It is indeed possible to say that provisions for the education of exceptional children have moved ahead on many fronts. Philosophy has changed to meet current demands. Professionalization of personnel has been undertaken and is in part realized. Public and private groups have placed their influence, finance, and knowledge in the hands of educators as the latter have tried to meet community demands for better educational programs for exceptional children and youth.
